if the commercials go to a new method with a low release mortality rate and start to harvest those excess hatchery fish like phil wants them to sportfishing will suck above those new methods, but, i guess thats what the cca and alot of people want.

It's possible boater, but only if the agencies do nothing to segregate commercial fisheries from sport fisheries. Getting the commercials off the mainstem is relatively easy, but as we covered before it will remove hatchery fish from the mainstem, increasing multiple encounters, increasing sport mortality. If we lower the exploitation rate, some of that reduction may be offset by the lower mortality of new commercial fishing methods or areas. But that still leaves a big hole in removing more brats from the beds. I don't see how any of it is going to work unless we drastically reduce hatchery production, and just as dramatically reduce mortality on wild fish. Looks to me like none of it's possible if we lower exploitation at the same time.
